Tobacco and alcohol

Tobacco and alcohol in Andorra

What you may bring back, from what age, and why tobacco prices follow a legal minimum.

Limits for the return trip

For France: 300 cigarettes, or 150 cigarillos, or 75 cigars, or 400 g of smoking tobacco; 1.5 litres of drinks over 22% ABV, or 3 litres of 22% or less; 5 litres of still wine. For Spain: the same quantities of tobacco and alcohol, plus 16 litres of beer.

These allowances apply only to travellers aged 17 and over. Full details on the customs page.

A legal minimum price for tobacco

In Andorra, tobacco selling prices are regulated: the government publishes legal minimum prices (law 16/2019). Shops sell at that price or slightly above. Our site pas-de-la-casa.net publishes the current minimum prices, updated every week; we do not copy them here so as not to show out-of-date figures.

On the French side: tobacco is checked

Exceeding the quantities exposes you to seizure and penalties. The legal context changed in 2025: see our article on the French law against tobacco smuggling.

Worth remembering. A carton holds 200 cigarettes: the 300-cigarette allowance is one and a half cartons.
